Dec 30, 2021 · Optimism bias can be traced to cognitive biases, that is, systematic deviations from rationality in the way the mind processes information. These biases are thought to be ubiquitous. In planning and management, an optimistic cost or schedule estimate will be low, leading to cost and schedule overrun. The paper presents a promising new approach to mitigating such risk based on theories of decision-making under uncertainty, which won the 2002 Nobel Prize in economics.
