My problem with canals is that they only cover 1 tile, they should cover from 1 to 3 tiles. Covering three tiles is exactly what the panama canal can do. Plus, if a city is one tile off of a body of water a three tile waterway can be made from coast to city to another coast or lake. Archipelago= Many small islands Island plates= Island ranging in size small or large Small contients=Very Large islands basically. I would say Archipelago or island plates. You need coastline for the navigation school and fetoria (which also needs a luxury or bonus resource). Maybe Island plates would be the best but I would have to try it.
