The buff was mostly a QoL thing imo : Moonlight Greatsword - Decreased FP cost. Increased cast speed and decreased recovery time. Increased the frost buildup effect during the skill duration. Didn't notice any change regarding frost build up so I'm assuming the "increase" is rather small.
