Very good, both in pvp and pve, more op in pve than pvp. Among the best, probably top 3. Moonveil scales with INT, not Arcane... your build will perform better with the RoB although you can always respec. As for the hand, the right handed one will be the one using the ash of war button, unless you two hand the left one.

A lot of tough enemies get staggered by one L2+R2 and then killed by the critical hit you can follow up with, and a good number of bosses get staggered in like two or three hits from it, too. Right honestly everything ive tested thats nerfed still seems good. Hoarfrost is the most noticeable with a loss of of about 400+ damage per cast.
